Waste and RENTRI glossary
Seven terms that portable toilet rental and septic service companies meet every day, explained in a few lines with the primary source.
EER
EER stands for the European list of waste (Elenco europeo dei rifiuti). An EER code is the six-digit code, written in three pairs such as 20 03 04, that identifies each type of waste. Codes marked with an asterisk are hazardous waste.
For the waste of mobile toilets and septic tanks the two codes to know are 20 03 04 (septic tank sludge) and 20 03 06 (waste from sewer cleaning): neither carries an asterisk.

FIR
FIR stands for formulario di identificazione del rifiuto, the waste identification form: the document that accompanies waste transport carried out by bodies or companies and states, among other things, producer and holder, origin, type and quantity, destination plant, date and route. Copies are kept for three years.
For companies enrolled in RENTRI the digital FIR has been mandatory since 16 September 2026. For the waste from maintenance cleaning of septic tanks and mobile toilets (art. 230, paragraph 5) the July 2026 RENTRI instructions refer to the dedicated Albo model until further provisions: check the instructions currently in force.

xFIR
xFIR is the name the RENTRI technical documentation uses for the digital FIR. Its validation checks the format (ZIP/ASiC-E container), the schema (XML), the signatures (XAdES) and the endorsement (vidimazione).
In Toitrack an xFIR is created with an active RENTRI connection, in addition to the Waste module and the dedicated permissions.

Albo
Enrolment in the Albo nazionale gestori ambientali (the Italian national register of environmental managers) is a requirement for, among other activities, the collection and transport of waste (Legislative Decree 152/2006, art. 212, paragraph 5). For special waste, category 4 covers non-hazardous waste and category 5 hazardous waste.
Whoever carries out maintenance cleaning of septic tanks and mobile toilets is considered the producer of the waste (art. 230, paragraph 5), but must still enrol in the Albo.

MUD
MUD stands for Modello unico di dichiarazione ambientale, the single environmental declaration form: the yearly waste communication to the Chambers of Commerce, required, among others, of whoever collects and transports waste professionally (Legislative Decree 152/2006, art. 189, paragraph 3). The ordinary deadline is 30 April of the following year.
If a prime-ministerial decree (DPCM) changing the form is published by 1 March, the deadline becomes 120 days from its publication (Law 70/1994, art. 6): check the current deadlines on Ecocamere.

Local unit (unità locale)
Under Ministerial Decree 59/2023 an unità locale (local unit) is an operating site (for example a laboratory, a workshop, a plant, a shop) or an administrative or management site (for example an office, a warehouse, a depot), whether or not it is the registered office, where the operator stably carries out one or more economic activities and where the activities that give rise to the RENTRI enrolment obligation take place.
The yearly RENTRI contribution is paid for each local unit (art. 14) and the loading and unloading register is opened linked to an enrolled local unit.

Endorsement (vidimazione)
For the digital loading and unloading register and the digital FIR, vidimazione (endorsement) is the assignment of a unique code by the Chambers of Commerce's digital endorsement service, through RENTRI (Ministerial Decree 59/2023, arts. 4 and 7).
Decree 59/2023 and the RENTRI FAQ say «digital endorsement», the RENTRI technical guide says «virtual endorsement»: they refer to the same kind of mechanism. Endorsement through the RENTRI services has been active since 23 January 2025.
